Romania awards over 2.75 GW in second CfD auction for wind and solar power

Romania has concluded its second auction round for wind and solar power under the Contracts for Difference (CfD) support scheme, awarding over 2.75 GW of new renewable energy capacity.

On the solar side, 1.48 GW was awarded. A key winner was Rezolv Energy’s Dama Solar project, with a planned capacity of 1.04 GW. For wind power, 1.26 GW was awarded out of the 2 GW available, across 23 projects. The most competitive bid came from the Dunărea East project, submitted by Midmar Callatis—a Romanian company controlled by UK-based Rezolv Energy—which secured a CfD for 211 MW at a strike price of €65.17/MWh. The second-largest winning project was the 179 MW Cerchezu wind farm, developed by Swedish firm OX2.

The CfD mechanism guarantees fixed prices for project developers over a 15-year period. In this round, the average winning price for wind power projects was €73.89/MWh, while solar projects cleared at a much lower average of €40.35/MWh.

As of the end of 2024, Romania had an installed power generation capacity of 22 GW, of which 74% is CO₂-free (comprising 31% hydro, 21% solar, 14% wind, 6% nuclear, and 1% biomass) and 26% thermal (including 14% lignite, 6% natural gas, and 6% oil). The country has set a target of reaching 38% renewable energy in final energy consumption by 2030 and aims to achieve carbon neutrality between 2045 and 2050.
